District reclassifies positions to advance support for students and teachers
As part of his efforts to align and reimagine the student and teacher support team, Canutillo Independent School District Superintendent Dr. Josue Borrego has announced the reclassification of two existing leadership positions within his administration.
The Canutillo ISD Board of Trustees ratified the reclassification of Dr. Oscar Rico as Deputy Superintendent and Gustavo Reveles as Executive Director of Communication effective immediately.
Dr. Borrego said the realignment will help address gaps in service and support he has identified since his arrival in Canutillo last month. He emphasized that the additional duties assigned to the two positions will allow the district to proactively address challenges related to student performance and operational needs without adding positions or increasing costs.
The cost-savings measures come from existing Central Office budgets and do not impact teachers or campuses.
“We continue to prioritize our budget. As we know, state financing has been challenging for many districts across the state,” Borrego said. “That’s why it is imperative that the internal restructuring helps support student performance without weighing our budget down.”

Rico and Reveles have assumed additional responsibilities previously assigned to positions eliminated during budget-related reductions in force over the past two years. The new responsibilities have expanded their supervisory roles.
In his new role, Rico will strategically align priorities that support both academics and operations. His duties will bridge maintenance and infrastructure needs, including all bond projects, with the instructional goals of campuses, helping all systems align.
A longtime educator with experience in El Paso ISD and Canutillo ISD, Rico previously served as principal of Alderete Middle School. Most recently he was the Executive Director of Operations, overseeing instructional technology, maintenance and transportation. He also served as liaison between the district and its bond management partners.
Rico has spent almost a decade serving the students and families of Canutillo.

Reveles will continue leading the district’s communication efforts and will take on expanded responsibilities related to marketing district programs aimed at increasing enrollment. He will also oversee community outreach efforts connected to communicating progress on the Canutillo Bond.
Reveles is a school communications leading expert in the region who has served the Canutillo ISD community for more than 7 years. He previously also led the communications office in El Paso ISD.
A former journalist covering public education for newspapers in El Paso and Fort Worth, Reveles has more than 30 years of experience navigating public education in the state. He is the recipient of dozens of awards for both journalist work and communications efforts from several state and national organizations.
