Message for Students and Parents Regarding Cell Phone Usage During Instructional Time

Dear Canutillo ISD Parents and Students,

As we prepare for the start of a new school year, I want to share some important updates regarding the use of cell phones and other electronic devices in our schools.

Canutillo ISD has long had expectations in place to limit distractions during the school day by requiring that students keep their cell phones, smartwatches, and other telecommunication devices turned off and stored in their backpacks during instructional time. A new Texas law (House Bill 1481) now formalizes this practice statewide, and our district will make it official through a proposed policy that will go before the Board of Trustees in August.

This means students will continue to follow the current practice already in place: devices not intended for instruction must be turned off and put away in their backpacks during class time. Students may still bring their phones and devices to school and can use them in the event of a school-wide emergency, but they are not allowed to use them for personal matters during instructional time.

The new policy will also allow for reasonable exceptions. Students whose Individualized Education Programs (IEPs) or documented medical needs require the use of a communication device during instructional time will be permitted to do so, as long as it aligns with their specific accommodations or is backed by medical personnel. 

Students who do not follow these rules may face disciplinary action. After verbal warnings, school administrators may confiscate the device. As has been our long-standing practice, confiscated phones may only be recovered by a parent and may be subject to a fee depending on how often the offense occurs.

In short, there will be very few changes to what our students are already expected to do. Simply put, the District has already been in compliance with the state expectations under its cell phone usage law. 

Each campus will provide families with more specific information on their procedures and consequences at the beginning of the school year. These expectations will also be clearly outlined in the Student Handbook.

We encourage parents to speak with their children about the importance of limiting phone use during class and the need to keep devices off and out of sight while instruction is taking place. Working together, we can ensure our students stay focused and ready to learn.

Estimadas familias y estudiantes del Distrito Escolar de Canutillo,

Mientras nos preparamos para el inicio de un nuevo ciclo escolar, quiero compartir con ustedes algunas actualizaciones importantes sobre el uso de teléfonos celulares y otros dispositivos electrónicos en nuestras escuelas.

El Distrito Escolar Independiente de Canutillo (Canutillo ISD) ha mantenido durante mucho tiempo expectativas claras para limitar las distracciones durante el día escolar, exigiendo que los estudiantes mantengan sus teléfonos celulares, relojes inteligentes y otros dispositivos de telecomunicación apagados y guardados en sus mochilas durante el tiempo de instrucción. Una nueva ley de Texas (Proyecto de Ley 1481 de la Cámara de Representantes) ahora formaliza esta práctica a nivel estatal, y nuestro distrito la incorporará mediante una política propuesta que será presentada a la Mesa Directiva en agosto.

Esto significa que los estudiantes seguirán cumpliendo con la práctica actual: los dispositivos que no estén destinados a la instrucción deberán estar apagados y guardados en sus mochilas durante las clases. Los estudiantes aún podrán traer sus teléfonos y dispositivos a la escuela y podrán utilizarlos en caso de una emergencia general, pero no se permitirá su uso para asuntos personales durante el tiempo de instrucción.

La nueva política también permitirá excepciones razonables. Los estudiantes que tengan un Programa de Educación Individualizada (IEP, por sus siglas en inglés) o necesidades médicas documentadas que requieran el uso de un dispositivo de comunicación durante el tiempo de instrucción podrán utilizarlo, siempre que esté alineado con sus adaptaciones específicas o respaldado por personal médico.

Los estudiantes que no cumplan con estas reglas podrían enfrentar medidas disciplinarias. Después de advertencias verbales, los administradores escolares podrán confiscar el dispositivo. Como ha sido nuestra práctica desde hace tiempo, los teléfonos confiscados solo podrán ser recuperados por un padre o tutor y podrían estar sujetos a una tarifa, dependiendo de la frecuencia de la infracción.

En resumen, habrá muy pocos cambios respecto a lo que ya se espera de nuestros estudiantes. Simplemente hablando, el distrito ya cumple con las expectativas establecidas por el estado bajo esta nueva ley sobre el uso de teléfonos celulares.

Cada escuela proporcionará a las familias información más específica sobre sus procedimientos y consecuencias al inicio del ciclo escolar. Estas expectativas también estarán claramente explicadas en el Manual del Estudiante.

Le pedimos a los padres hablar con sus hijos sobre la importancia de limitar el uso del teléfono durante las clases y la necesidad de mantener los dispositivos apagados y fuera de la vista mientras se imparte la instrucción. Si trabajamos juntos, podemos garantizar que nuestros estudiantes se mantengan enfocados y listos para aprender.
