  Blanca Trout, Trustee

Mrs. Trout attended EPCC, holds an Associate’s degree in Business Administration, and is a business owner. She also has a certified license in aeronautics from the National Aviation Authority of Civil Aeronautics in Mexico.

Mrs. Trout is certified in adult, child & adolescent mental health and holds a certified teaching diploma from the National Alliance on Mental Illness (NAMI) & the Alzheimer’s Association. She holds certifications from the El Paso Behavioral Health System and UT Health Science Center focusing on children with disabilities as well as geriatric patients. Recently, she joined the 2021 class of Texas Partners in Policymaking, an advanced leadership development training program for self-advocates and parents of children with developmental disabilities through the Texas Council for Developmental Disabilities.

Mrs. Trout is serving her second term as a member of the Upper Rio Grande Citizens Forum Board of the United States Section of the International Boundary and Water Commission. She is also a Girl Scout leader and Honor Guard Commander of the Girl Scouts of the Desert South West Council and is a certified teacher in folkloric dancing from Bellas Artes. Mrs. Trout is a proud parent of a Canutillo ISD student.
